SCOUTS has announced three senior appointments that will further strengthen its successful Executive Leadership Team, supporting the delivery of the organisation’s new strategy, Place to Belong, in partnership with volunteer teams across the Movement.
The appointments build on strong leadership already in place and add expertise to an Executive Leadership Team that has played a key role in shaping Scouts’ strategic direction and supporting positive outcomes for young people across the UK.
Tom Ovenstone has been appointed Executive Director of Operations. Tom joins from The Duke of Edinburgh’s Award, where he spent 15 years in senior leadership roles, most recently as Director of Quality and Compliance. He brings extensive experience in operational leadership, safeguarding and safety, and previously worked at Scouts, leaving in 2010 as Head of Programme.
In his new role, Tom will lead teams supporting volunteering, movement support and growth, safeguarding, resilience and safety, and international and events, working closely with volunteer teams to strengthen delivery.
Commenting on his appointment, Tom said:
“I’m thrilled to be rejoining the team at Scouts again, particularly as the organisation launches its new strategy. I’m looking forward to working with volunteers and staff at all levels of the organisation to help more young people find a place to belong.”
Kirsten Stevens has been appointed Executive Director of Finance. Kirsten joins from Sue Ryder, where she has served as Chief Finance Officer for the last seven years, bringing 25 years’ experience across complex charitable organisations.
Speaking about her appointment, Kirsten said:
“I’m thrilled to be joining the executive team of an organisation so deeply committed to supporting young people. The scale of support delivered each week by dedicated volunteers is truly phenomenal, and I’m incredibly proud to be joining them.”
Completing the appointments, Kieron Moir has been confirmed as Executive Director for Strategy, effective immediately. Having served on the Executive Leadership Team since April 2025, Kieron co‑led the development of Place to Belong and brings deep organisational knowledge and leadership experience, having previously been a trustee of the organisation.
Kieron said:
“I’m delighted to step into the role of Executive Director for Strategy at such a pivotal moment. Having helped shape Place to Belong, I’m excited to work in close partnership with our volunteers and colleagues to build on that momentum and shape what comes next.”
Together, these appointments further strengthen Scouts’ Executive Leadership Team as it works with volunteers to deliver Place to Belong and create welcoming, inclusive opportunities for young people.
