UK charities and non-profit organisations that transport goods and equipment overseas for fundraising, outreach or humanitarian support are being urged to trial the new Digital ATA Carnet system ahead of its official rollout in 2026.
From April 2026, the UK, EU, Switzerland and Norway will begin accepting Digital ATA Carnets (eATA Carnets) — the electronic version of the long-standing paper document used to move goods temporarily across borders without paying duties or taxes.
Catherine Stephens, Head of International Trade Services at Business West, said:
“This change is especially relevant for charities that ship items overseas for temporary use — whether staging fundraising events abroad, taking medical equipment or educational materials overseas, or supporting emergency relief.
“By trialling the Digital Carnet now, charities can ensure they’re ready for a smooth and simple transition when the new system goes live.”
Digital convenience for charities
An ATA Carnet acts as a passport for goods, allowing them to be temporarily exported and re-imported duty-free and tax-free for up to 12 months.
The new Digital Carnet process allows charities to:
- Apply online through Chambers of Commerce, such as Business West
- Download the Carnet onto a smartphone or tablet using the eATA app
- Present a QR code at Customs for fast, paper-free approval
All movements are tracked digitally, making the process faster, greener and more secure.
